Voluntary change will bring no negative consequences to the student. Student decision will initiate the evolution of the system towards rational redistribution of resources. Student decision will inspire teachers to change their methods, principals to change their vision, and school owners to change their strategies. The entire optimization process will minimize cost for maximum student satisfaction.
